Sub: De minimis exemption from Registration-cum-Membership Certificate (RCMC) requirements for low-value exports

Dear Sir / Madam,

The Directorate General of Foreign Trade (DGFT), Ministry of Commerce & Industry, Government of India, vide Notification No. 36/2026-27 dated 15th September, 2026, has amended paragraph 2.57 of the Foreign Trade Policy, 2023, with immediate effect.

As per the amendment, the requirement of a Registration-cum-Membership Certificate (RCMC) or Certificate of Registration shall not apply to an export consignment where the Free-on-Board (FOB) value of the consignment does not exceed Rs. 3,00,000.

The measure has been introduced with the objective of promoting small-value exports, particularly exports through postal, courier and other emerging channels.

It may be noted that export consignments having an FOB value exceeding Rs.3,00,000 shall continue to require a valid RCMC or Certificate of Registration, wherever such requirement is otherwise applicable under the Foreign Trade Policy, 2023.
